We face a major wave of immigration, and the alarms have sounded: The threat of drugs and vice; a deeply divided nation.

It was the same in 1881. A delegate to the Woman’s National Christian Temperance Union deplored the deterioration of American civilization, and insisted women stand up and stop it. The next year, Congress passed the Chinese Exclusion Act and the Immigration Act of 1882.
