Day 316: Book Excerpt: An American Biography, 1870-1942

This week, I’m sharing an excerpt from the work-in-progress biography of Wilbur J. Carr, a State Department administrator who helped write and implement many of the country’s early immigration laws.

My goal in this book is to help the reader walk in Carr’s shoes from early childhood and ask whether we, in his place, would have done it differently.
